Official data · 36 states & UTs · NCRB, I4C & RGI

Most cyber fraud complaints never become a police case.

ScamTrace India puts victims' complaints (I4C) next to the cases police actually register (NCRB), state by state. In 2023, at most 7.7 FIRs were registered for every 100 fraud complaints, from 0.69 in Delhi to 34 in Karnataka.

Darker = higher. Small UTs (Delhi, Chandigarh, Lakshadweep…) are tiny on the map: use the list or the table. Boundaries indicative only.

What the data shows

Six findings. Each number is published by NCRB, MHA or I4C; joining them on state and year is what this project adds.

1

Official numbers partly measure police registration, not just crime

Delhi is 2nd in India for victim complaints but 21st on NCRB's FIR rate. Click a bubble to open that state.

High complaints, few FIRs (weak enforcement) Other states/UTs

Dashed lines are the medians across states. Bubble size = number of complaints. FIRs per 100 complaints is an upper bound.

2

The crime rate NCRB publishes, rebuilt and checked

Our all-India rate for 2024 is per lakh; NCRB publishes 7.3. Telangana and Karnataka top it partly because they register more complaints.

Almost nothing reaches a conviction

2023, all India. Trials take years, so these are not one group of cases.

Registered cyber crime crossed one lakh in 2024

More than doubled in five years. Part of that may be more registration, not only more crime.

Limitations

  • Late by design: NCRB publishes 1–2 years after the year ends, so 2024 is the newest.
  • Registration, not victimisation: complaints and FIRs show who reports and what police register.
  • Convictions lag: trials take years; the yearly funnel mixes old and new cases.
  • Yearly only: no monthly data exists; state money figures exist for 2023 only.
  • Karnataka files almost no cyber crime under NCRB's "Fraud" head, so fraud-only figures under-count it.
  • Population is an official projection (no census since 2011): the only estimate used.
